Leading UAE District Cooling Platforms

01

Tabreed

National Central Cooling Company PJSC reported approximately 1.58 million RT of total connected capacity across 99 operating plants at H1 2026, with continued expansion through organic connections and strategic concessions.

02

PAL Cooling Portfolio

Tabreed and CVC DIF completed the acquisition of PAL Cooling in October 2025. The portfolio covers eight long-term Abu Dhabi concessions and is now a major growth platform within Tabreed's wider UAE network.

03

Empower

Emirates Central Cooling Systems Corporation PJSC reported connected capacity of about 1.7 million RT in May 2026 and continues to expand plants and networks across Dubai.

Abu Dhabi

Regulated District Cooling Market

Abu Dhabi's Department of Energy regulates central and district cooling under Law No. 11 of 2018. The framework covers technical, legal and economic requirements, including licensing, consumer protection, network descriptions, ETS arrangements and capacity planning.

Integrated district cooling licence applications require information such as the network, bulk-service ETS rooms, installed and future capacity, demand forecasts and construction build-out periods.

Dubai

Large-Scale Network Expansion

Dubai's district cooling market continues to expand alongside major real-estate development. Empower has announced new capacity in Business Bay, Dubai Science Park, Al Sufouh 2 and Jumeirah Village, while Tabreed is developing the Palm Jebel Ali concession.

This creates continuing demand across plant mechanical equipment, CHW networks, ETS rooms, valves, instrumentation, insulation, testing and maintenance.
